It argues that the UAE is not adapting to instability, but operating within it as a functional node in a transforming system. Moving beyond oil-based influence, it redefines power through control of flows\u2014logistics, maritime corridors, and supply chains. This reflects the transition from dispersed instability to structured power fusion.<\/p>\n\n\n\n<p>Introduction<\/p>\n\n\n\n<p>The dominant analytical mistake in reading the Middle East today is to interpret instability as disorder. What appears as fragmentation is, in fact, a transitional structure.<\/p>\n\n\n\n<p>Within this context, the UAE does not react to crisis\u2014it positions itself inside it. This distinction is central. Under MCRT Phase III (2026\u20132028), power no longer emerges from stability, but from the ability to operate within instability without being consumed by it.<\/p>\n\n\n\n<p>The UAE is not attempting to control the system.<br>It is embedding itself into its movement.<\/p>\n\n\n\n<p>From Oil Power to Flow Power<\/p>\n\n\n\n<p>For decades, influence was defined through production and frameworks like OPEC. Power meant regulating supply.<\/p>\n\n\n\n<p>That model is structurally declining.<\/p>\n\n\n\n<p>The UAE recognized this early. Its strategy is no longer based on maximizing oil leverage, but on positioning itself within global movement:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ports and maritime infrastructure<\/li>\n\n\n\n<li>Logistics networks<\/li>\n\n\n\n<li>Supply chains<\/li>\n\n\n\n<li>Energy transport diversification<\/li>\n<\/ul>\n\n\n\n<p>Power is no longer extracted.<br>It is routed.<\/p>\n\n\n\n<p>Maritime Space as a Political Field<\/p>\n\n\n\n<p>Chokepoints such as the Strait of Hormuz and Bab el-Mandeb are not static locations, but pressure fields. Control is not territorial\u2014it is relational.<\/p>\n\n\n\n<p>The UAE does not need to dominate.<br>It needs to position itself within flow dynamics:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proximity to routes<\/li>\n\n\n\n<li>Influence over ports<\/li>\n\n\n\n<li>Integration into security systems<\/li>\n\n\n\n<li>Continuity under disruption<\/li>\n<\/ul>\n\n\n\n<p>This is not classical control.<br>It is control through participation.<\/p>\n\n\n\n<p>Phase III: Power Fusion (2026\u20132028)<\/p>\n\n\n\n<p>Within MCRT, Phase III marks a shift:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fragmentation \u2192 consolidation<\/li>\n\n\n\n<li>Pressure \u2192 structure<\/li>\n\n\n\n<li>Chaos \u2192 functional order<\/li>\n<\/ul>\n\n\n\n<p>The UAE fits this precisely.<\/p>\n\n\n\n<p>It is not a hegemon.<br>It is a node.<\/p>\n\n\n\n<p>And in a system defined by movement, nodes matter more than centers.<\/p>\n\n\n\n<p>Operating Inside Chaos<\/p>\n\n\n\n<p>The UAE made a decisive move:<\/p>\n\n\n\n<p>Not resisting chaos.<br>But operating inside it.<\/p>\n\n\n\n<p>While others seek stability, the UAE assumes instability as the environment and builds accordingly:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Flexible alliances<\/li>\n\n\n\n<li>Economic positioning<\/li>\n\n\n\n<li>Infrastructure over territory<\/li>\n<\/ul>\n\n\n\n<p>The result is not dominance.<br>It is relevance.<\/p>\n\n\n\n<p>Theoretical Foundation<\/p>\n\n\n\n<p>This aligns with the framework of Mohamad W.
